A battery-powered radio shuttle that propels itself on rack rails and lifts and carries pallets is strongly supported in HTSUS 8427.10.8050. CBP N353392 classified an almost exact four-way E4S pallet shuttle there. The current Column 1 General rate is Free, but the landed duty may not be zero because country-specific Chapter 99 measures, steel-derivative measures and AD/CVD scope are separate. A complete automated storage and retrieval system presented together may instead require heading 8428 functional-unit analysis. Steel rack, control panels, batteries and spare parts entered separately are not automatically included with the shuttle.

Identify the imported configuration

Determine whether the entry contains one shuttle, multiple shuttles, rail kits and static rack, or a coordinated AS/RS with lifts, conveyors, transfer cars, warehouse-control software and safety equipment. The cited product places a pallet at the lane entrance by forklift; the shuttle receives a wireless command, travels beneath the pallet, raises it a short distance and stores or retrieves it. Classification follows the goods as entered under GRIs 1, 2(a) and 6, Section XVI Notes 2, 3 and 4, and the objective engineering record. A commercial label such as “smart rack robot” is not controlling.

Pallet shuttle under 8427.10.8050

In ruling N353392 dated September 18, 2025, CBP found an E4S battery-driven pallet shuttle, equipped with a lifting platform and sensors and traveling on rack rails, to be an electric self-propelled works truck under 8427.10.8050. The product lifted a 1,500 kg pallet by 43 mm and moved in four directions. That factual match is materially stronger than a generic “industrial robot” theory. Preserve payload, lift stroke, motor, battery, wheel, sensor, rail and remote-control specifications. If the device merely pulls a load without lifting or handling equipment, 8427 may no longer describe it.

Integrated AS/RS and functional units

A system imported together whose individual machines are interconnected and contribute to the clearly defined function of automated pallet storage and retrieval may be classified as a Section XVI Note 4 functional unit, potentially in 8428. A conveyor, vertical lift and shuttle do not become one article merely because one contract covers them; prove operational interdependence, common control and the defined principal function. Static rack or building structure may remain separately classified. Unassembled presentation under GRI 2(a) and split shipments require careful entry planning and cannot be used to manufacture a preferred tariff result.

Rack, controls, battery and spare parts

Parts suitable solely or principally for 8427 machinery may fall in heading 8431, subject to Section XVI Note 2. Motors, lithium batteries, chargers, sensors and electrical apparatus described elsewhere remain in their own headings. A control cabinet not exceeding 1,000 V commonly requires 8537.10 analysis. Floor-standing steel storage racks have been classified in 9403.20, including CBP N354111; structural rack systems and separately presented steel members may require heading 7308 analysis. The method of anchoring, load-bearing design, mobility and whether the goods furnish a space are decisive facts.

Base duty and Chapter 99

The 2026 HTSUS Column 1 General rate for 8427.10.8050 is Free. MPF applies, and HMF may apply to ocean entries. Do not reproduce the Chapter 99 rates shown in a past ruling without rechecking the live HTS revision: N353392 addressed the measures and origin facts effective on its own entry date. Query 8427.10.8050, the actual country of origin, steel content and entry date. Customs value can include assists, software, engineering, packing and royalties. The rack and controls may carry different base and special rates.

Origin, trade remedies and UFLPA

Mark actual country of origin under 19 U.S.C. 1304 and 19 CFR Part 134. Assembly country is not automatically origin: document production of the frame, motors, battery, controller, sensors and software and analyze substantial transformation. Screen Section 301, Section 232 steel derivatives, sanctions and current AD/CVD orders by scope language rather than tariff number alone. UFLPA and 19 U.S.C. 1307 require supply-chain traceability where relevant; retain supplier identities, bills of material, smelter or mill evidence when required and transaction records before shipment.
