Classification and customs conclusion
A complete household table or box fan with a self-contained motor output not exceeding 125 W is generally classified in CN 8414 51 00. The TARIC ten-digit code and measures must be confirmed against origin and declaration date; the standard third-country duty is generally 2.2%. Import VAT is charged at the national rate of the Member State of import. This conclusion excludes fans above 125 W, industrial blowers, ventilation systems, HVAC parts and separate components.
CN and TARIC boundary
Classification follows GIR 1 and 6. The technical record must establish the operating position, dimensions, guard and blades, motor output rather than only input, voltage, speed control, oscillation, source of power and additional misting, heating, purification or radio functions. A Vietnamese eight-digit code is not an EU CN or TARIC code. Customs may require a BTI where a box-shaped product overlaps with an air cooler, purifier or another multifunction appliance.
Duty, origin and VAT
Preferential duty depends on actual originating status, the product-specific rule, non-alteration and valid proof. Vietnam shipment or invoicing alone does not establish EVFTA origin. VAT is assessed on the customs value plus customs duty and statutory additions. Check TARIC for suspensions, sanctions and trade-defence measures on the acceptance date; member-state VAT and environmental fees do not appear in TARIC.
CE and product safety
For mains models, the manufacturer and EU importer must assess Directive 2014/35/EU, Directive 2014/30/EU, RoHS and the General Product Safety Regulation 2023/988. The file normally uses EN IEC 60335-1 and EN IEC 60335-2-80 for the relevant risks: access to blades, stability, locked rotor, motor heating, guards, cords, insulation and abnormal operation. Required outputs include risk assessment, technical documentation, EU declaration of conformity, CE marking, traceability and instructions in the destination language. Radio control adds RED.
Ecodesign and environmental duties
A personal-comfort fan with electric fan power input up to 125 W is within Regulation (EU) No 206/2012, which imposes ecodesign and product-information requirements. The importer should retain measured maximum flow rate, fan power input, service value, standby/off-mode data and required information. WEEE registration, crossed-out-bin marking, RoHS substance evidence and packaging EPR are separate country-facing duties. CE does not replace WEEE or producer-responsibility registration.

Keep invoice, transport and origin evidence; specification, photos and manual; motor input/output record; circuit and critical parts; guard, stability, thermal and EMC reports; ecodesign calculations; RoHS evidence; risk assessment, declaration, CE label and local-language instructions. Suggested description: “Household table/box comfort fan, self-contained electric motor output ... W not exceeding 125 W, ... V, ... Hz, guarded blades, ... speeds, model ..., new.”
When to reassess
Reassess fixed wall/window/ceiling/roof models, output above 125 W, battery-only products, evaporative coolers, misting fans, heaters, purifiers, industrial fans, embedded equipment, unassembled sets and separately imported motors, blades, guards, housings or controls. Classification, CE, ecodesign, radio, batteries and EPR remain separate legal questions.
