Vietnamese agricultural and industrial exporters lose more time at Chinese ports to documentation mismatches than to duty disputes. The system is strict but predictable.
The 13-digit declaration code
China's customs tariff uses 8 digits (HS6 + 2 national). The declaration adds further digits including CIQ inspection/quarantine codes, producing the 13-digit code used in the single-window filing. The CIQ digits select the inspection regime — food, plants, animal products each have their own.
Declaration elements (申报要素)
For every heading, GACC prescribes mandatory descriptive fields: product name, material/composition, function/principle, brand, model, and heading-specific items (e.g. for footwear: upper material, outer sole material). Elements that contradict the invoice or packing list trigger document review even when the code is correct. Align them with your Vietnamese export declaration from the start.
GACC registrations for food and agriculture
Under Decrees 248/249, overseas food producers must be GACC-registered (the CIFER system) and many Vietnamese farm products require bilateral protocols with approved growing areas and packing houses. The HS code determines which regime applies — one more reason classification comes first.
Advance rulings and dispute handling
China issues advance rulings on classification (GACC Decree 236, valid 3 years). In disputes, the Chinese importer of record deals with the customs district; foreign exporters support with technical files. A pre-agreed HS6 between the Vietnamese seller and Chinese buyer, each defending their national extension, prevents the common "two-codes-one-product" deadlock.
Checklist for Vietnam→China shipments
- HS6 agreed by both sides with GIR reasoning
- Chinese 8-digit line + CIQ digits confirmed by the importer/broker
- Declaration elements drafted to match invoice, packing list and C/O Form E (or RCEP)
- GACC registration/protocol status verified for food & agri goods
- Labels and Chinese-language requirements checked before stuffing.
