The WCO amends the HS roughly every five years; HS 2022 brought 351 amendment sets. National tariffs adopted them at different speeds — and old habits still produce pre-2022 codes on today's invoices.
The headline changes that matter daily
- Smartphones got their own subheading 8517.13 — no longer buried in "other telephones"
- Drones/UAS moved to new heading 8806, with parts in 8807; the old "aircraft camera" debates ended
- Flat panel display modules got heading 8524, reshaping the screens-vs-parts battle
- 3D printers (additive manufacturing) received heading 8485
- E-waste has dedicated heading 8549, supporting Basel-driven controls
- Novel tobacco and nicotine products (heat-not-burn, vaping liquids) consolidated in 2404
Why old codes persist
ERP master data, broker templates and supplier invoices copied year after year keep dead codes alive. A dead code may still "clear" — until an audit reprices several years of entries.
Version control is a compliance task
Vietnam adopted AHTN 2022 via Circular 31/2022/TT-BTC; the EU refreshes the CN annually; the US updates HTS revisions several times a year. Each new SKU and each nomenclature change should trigger re-validation of your registry. The next full HS revision cycle is already in preparation at the WCO — build the update habit now.
Quick self-audit
Export your active codes and check: any 8525-based drone codes? Smartphone lines outside 8517.13? Monitors declared as parts? Heated tobacco under 2403? Each hit is a correction — and evidence your process needs a version-control step. Our platform validates against the current nomenclature of the selected country automatically.
